recently I became aware of SRTV, a low power, and described 'illiegal' toronto broadcaster (CH 13), looking to obtain CRTC aproval. Apparently this channel is not on tha approved broadcast list of the CRTC as of date, however is still permitted to broadcast a signal via UHF and the internet.
I would think that regardless of his dogma regarding the practicality of 'free tv' , he is still broadcasting free of any restriction or regualtion and some might say ethics. I feel that having a channel broadcasting 'under the radar' as it were, is an insult to the clannels who have obtained crtc approval. but more important, in this time of hightened national security, an un checked tv station, broadcasting outside any regulatory bodies approval, is simply put, irresponsible.
I would strongly spport having his signal shut down until he either receives full crtc endorsement or, finds a licensed broadcaster to carry his programming.

SRTV does not broadcast on channel 13, the signal you were watching could not be us. If you could supply us the viewing location, date, time, and name of the program we could possibly identify what station you were watching.
I am puzzled about your reference to ethics, Star Ray TV is a very ethical station, perhaps you want to review our Mission Statement:

You comment about an "unchecked TV Station" ignores that fact that this country has freedom of speech and alternative views are a part of democracy.

Dear Mr. Blais,
I am pleased that the Commission has finally released the low power television policy and is willing to accept an application from us.
I intend to comply with the Broadcasting Act effective October 20, 2002 at 12 noon EST and apply for a license as soon as possible. We will continue to provide programming on the Internet which the Commission has exempted from the Broadcasting Act.
In Public Notice 2002-61 the Commission stated: "With respect to alphanumeric bulletin boards, the Commission agrees that such services would not be considered as programs under the Act." We will therefore offer an alphanumeric bulletin board service.

I am disappointed that you consider a telephone conversation with me to be inappropriate. I therefore am submitting my questions in writing.
Please respond to the following questions:
1. How can the CRTC regulate low power broadcasting without a policy in place?
2. When approximately will a low power policy be released?
3. When will the CRTC accept an application from me?
4. What are the chances of me getting a licence?
5. How are the issues that I have regarding the "reasonable apprehension of bias" of the CRTC has against me being addressed?
6.What steps has the CRTC taken to include new entrants in Canada's broadcasting system?

As you can see all the CRTC big wigs were in on the loop. The CRTC knew that we have been running a message channel because they accepted our settlement on October 15, 2002. Now they are trying to call our transmissions "broadcasting" after all this time. This plainly shows how much the CRTC can be trusted. I will save the legal definition of "broadcasting" for a later post. Quite frankly, this new CRTC letter is another incident in the continuing fraud that the CRTC is perpetrating on new entrants to television broadcasting.
