Post Shadow Muzzled by the City of Toronto

Shadow catches a late night prowler at the station casing an open door and gets rewarded by Toronto Animal Services with a muzzle. The prowler at 12:15 am was using a dog to gain entry to an open control room door and claims that Shadow bit his dog. The muzzle order from the city states: "you are hereby ordered to muzzle* the dog forthwith except when the dog is on the premises of the owner."

Toronto dog owners beware; your dog could be facing a mandatory muzzle order for protecting your property. Toronto Animal Services will take the word of a prowler and known local troublemaker over the word of a responsible businessman or home owner. Says Jan Pachul Star Ray TV's founder, "this individual (the 'Perp*') is a well known local bully, mostly bullying women. We caught him prowling, is he a thief too? I was warned in advance that the 'Perp' was targeting me and the station. This incident occurred on Star Ray TV's leased premises late night with a dog and owner that had no business being there. Then the City issues an immediate muzzle order without any legal recourse. Everyone knows how vocal Shadow is, now Shadow can't even talk when she goes outside. I guess dogs are guilty until proven innocent."

Please note the "Perp*" has not been convicted of any crimes in relation to this incident and unlike Shadow is presumed innocent until found guilty in a court of law. The muzzle order can be appealed and Star Ray TV will prosecute the "Perp" to the fullest extent of the law.

muzzle* legal definition: a humane fastening or covering device of adequate strength over the mouth to prevent the dog from biting.
Perp* shorthand for Perpetrator; i.e. One who perpetrates; especially one who commits an offense or crime.

Post Update: City Revokes Muzzle Order
Update: Star Ray TV received an email on Friday November 25th from Kim Smithers, Tribunal Administrator, Toronto Animal Services. This email states: "Please be advise(d) that the Notice to Muzzle a Dog issued on September 21, 2005 for Shadow has been revoked. Effective immediately, Shadow shall be exempt from the muzzling requirements." Shadow would like to thank everyone that supported her during this difficult ordeal.
